Electric Scooter Laws and Regulations: Your Comprehensive Guide

Classification & speed limits.

To be classified as a bicycle, an electric scooter must not exceed 20 km/h and must have a continuous (nominal) rated power of no more than 250 watts. This means that the motor may have a temporary so-called peak power that is significantly higher – for example up to 1000 watts – as long as the nominal power does not exceed 250 watts. If the electric scooter exceeds these limits, it is classified as a moped or other vehicle, which entails requirements for a driver's license, motor insurance and a helmet.

Please note that it is the driver's responsibility to ensure that the vehicle meets the requirements for its classification. Driving a vehicle that is not correctly classified may be considered illegal driving.

Speed ​​limiter.

Some electric scooters and mopeds are technically capable of going faster than 25 km/h, but are equipped with a speed limiter that limits the speed to exactly 25 km/h. If the vehicle is limited to a speed of 25 km/h and the engine power does not exceed 1,000 watts, it can be classified as moped class 2 according to the Swedish Transport Agency's rules.

It is important that the speed limit is permanent. If you unlock the vehicle so that it can go faster than 25 km/h, it is no longer classified as a class 2 moped and may not be legally driven on public roads.

Equipment & security.

To be legal, all electric scooters must have:

  • Working brakes.

  • Doorbell (no requirements on how it should look or sound).

  • Front and rear lighting when driving in the dark.

  • Reflexes.

Helmets are mandatory for drivers under 15 years of age, but are highly recommended for all users, especially in urban environments.

Where you are allowed to drive.

Electric scooters should be used on cycle paths and, in some cases, roads. It is not permitted to ride an electric scooter on sidewalks or footpaths.

Parking.

Electric scooters that go faster than 20 km/h or have a continuous rated power of more than 250W must be registered with the Swedish Transport Agency in order to be used in traffic. Vehicles that do not meet the requirements for a moped or bicycle may only be used in fenced areas.
